Virginia C. Carter was born in Wauchula, FL, where she graduated from high school in 1975. She obtained a Bachelor of Science in 1989 from the University of South Florida, where she majored in Secondary Social Science Education and became licensed to teach in 1989.

Mrs. Carter graduated from Nova Southeastern University, Shepherd Broad Law Center in December 2003, and became licensed to practice law in Florida in May 2004. As a law student, Mrs. Carter served as a Guardian Ad Litem, advocating for the best interest of children who were adjudicated dependent by the courts. She also served as a staff member of the Journal of International and Comparative Law, and participated in the Pro-Bono Honor’s Program.

Prior to joining the Law Firm of Ross Vecchio, P.A., Mrs. Carter was employed by the Hillsborough County School Board for 13 years as a high school social studies teacher and Human Relations Specialist. While employed by the Hillsborough Schools, Mrs. Carter served on the Regional Facilitating Team for implementation of Blueprint 2000. She was involved in sponsoring and awarding of an annual scholarship to an outstanding graduating senior of Plant City High School and coached an academic brain bowl team. In 1995, Mrs. Carter was recognized by the Florida Humanities Council as one of Florida’s outstanding teachers and in 1995-1996, she was selected as Plant City High School’s Adult Community School Teacher of the Year.

Mrs. Carter's has focused her practice to defense of self-insured employers and workers' compensation carriers in industrial claims before the Judges of Compensation Claims, the First District Court of Appeals, and the Supreme Court of Florida. She is a member of the Workers' Compensation and Trial Lawyers Section of the Florida Bar. She is also a member of the Administrative Law, Litigation and Dispute Resolution Sections of the American Bar Association.

Mrs. Carter resides in Plant City with her husband.
